** AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** THIS PROJECT SUPPORTS THE MISSION OF THE AGRICULTURAL EXPERIMENT STATION BY ADDRESSING THE HATCH ACT AREAS OF SUSTAINABLE AGRICULTURE.FARMWORKERS ARE VULNERABLE TO AMBIENT ENVIRONMENTAL CONDITIONS. AN EMERGING HEALTH HAZARD IS SMOKE FROM WILDFIRES AND AGRICULTURAL BURNING (SULLIVAN ET AL., 2022). SMOKE POSES AN IMMEDIATE THREAT TO THE HEALTH AND WELLBEING OF FARMWORKERS THROUGH INCREASED RISK OF CARDIOVASCULAR AND RESPIRATORY DISORDERS (REID ET AL., 2016; BLACK ET AL., 2017; LIU ET AL., 2017; WETTSTEIN ET AL., 2018; DEFLORIO-BARKER ET AL., 2019; HEFT-NEAL ET AL., 2023). SMOKE MAY ALSO INFLUENCE FARMERS' AND FARMWORKERS' DECISIONS ABOUT WHEN, WHERE, AND HOW MUCH TO WORK, WHICH RISKS EXACERBATING ONGOING LABOR SHORTAGES IN THE AGRICULTURAL SECTOR. WE WILL CONDUCT A PROJECT THAT WILL QUANTIFY THE EFFECT OF SMOKE FROM 1) WILDFIRES AND 2) AGRICULTURAL BURNING ON FARMWORKER LABOR AND HEALTH OUTCOMES. WILDFIRES ARE A SALIENT RISK AND PRESSING PUBLIC POLICY CONCERN. OVER THE PAST FEW DECADES, THE UNITED STATES HAS WITNESSED A MORE THAN TWOFOLD INCREASE IN THE AREA BURNED BY WILDFIRES ANNUALLY (ABATZOGLOU AND WILLIAMS, 2016). FARMWORKERS ARE PARTICULARLY VULNERABLE TO WILDFIRE SMOKE EXPOSURE: THEY MOSTLY WORK OUTDOORS AND ARE ENGAGED IN VIGOROUS PHYSICAL ACTIVITY. IN ADDITION, THE WILDFIRE SEASON OFTEN OVERLAPS WITH THE PEAK HARVEST SEASON IN THE WESTERN UNITED STATES.AGRICULTURAL BURNING IS ANOTHER IMPORTANT SOURCE OF SMOKE EXPOSURE FOR FARMWORKERS. OPEN BURNING OF AGRICULTURAL FIELDS IS A WIDESPREAD PRACTICE FOR CLEARING POST-HARVEST CROP RESIDUE. IN THE UNITED STATES ALONE, AGRICULTURAL BURNING COVERS APPROXIMATELY 3 TO 5.8 MILLION ACRES EACH YEAR (POULIOT ET AL., 2017). THIS PRACTICE DIRECTLY AFFECTS APPROXIMATELY 15.5 MILLION PEOPLE ACROSS THE UNITED STATES, EXPOSING THEM TO THE SMOKE FROM AGRICULTURAL BURNING (MCCARTY, 2011). AMONG THE MOST AFFECTED ARE FARMWORKERS LABORING NEAR THESE FIELDS WHO ARE PARTICULARLY VULNERABLE TO HEALTH HAZARDS.THIS RESEARCH DIRECTLY ALIGNS WITH THE TOPIC AREA OF SUSTAINABLE AGRICULTURE UNDER THE HATCH ACT. BY PRIORITIZING THE HEALTH AND SAFETY OF FARMWORKERS, WHO ARE ESSENTIAL CONTRIBUTORS TO AGRICULTURAL SUSTAINABILITY, WE CAN ENSURE THE LONG-TERM RESILIENCE OF OUR AGRICULTURAL SYSTEMS. BY MITIGATING THE HEALTH RISKS ASSOCIATED WITH WILDFIRE EXPOSURE AND AGRICULTURAL BURNING, WE CAN PROMOTE A MORE SUSTAINABLE AND EQUITABLE AGRICULTURAL SECTOR FOR BOTH WORKERS AND THE BROADER COMMUNITY.

SUCH COUPLING HAS BEEN ESPECIALLY PROMINENT IN THE COLD SEMI-ARID DESERTS OF THE SAGEBRUSH BIOME OF THE NORTH AMERICAN WEST. LIVESTOCK GRAZING AND ASSOCIATED CROPS ARE THE PRIMARY AGRICULTURAL ACTIVITY IN THIS REGION. WHILE INDUSTRIAL ENERGY AND MINERAL EXTRACTION HAVE INCREASINGLY CONTRIBUTED TO LOCAL ECONOMIES IN RECENT DECADES (ALLRED ET AL. 2015), SOCIOCULTURAL IDENTITIES IN RURAL AREAS ARE PREDOMINANTLY ASSOCIATED WITH RANCHING AND MORE GENERALLY, NATURAL RESOURCES USE AND EXTRACTION (COLLINS 2019, LIND 2015). THERE ARE SIGNIFICANT EXTERNAL DRIVERS THAT SHAPE LAND USE POLICY IN THIS REGION INCLUDING CLIMATE CHANGE, ENDANGERED SPECIES PROTECTIONS, AND WATER AVAILABILITY. THE GOAL OF OUR PROPOSED INTEGRATED RESEARCH SEEKS TO ENHANCE OUR UNDERSTANDING OF HOW EXTERNAL DRIVERS AND RANGE MANAGEMENT AFFECT THE INTERRELATIONSHIPS BETWEEN IMPROVING RANGE PRODUCTIVITY, ECOSYSTEM HEALTH, AND THE SOCIO-ECONOMIC OUTCOMES IN MANAGED SAGEBRUSH RANGELANDS.SAGEBRUSH IS AN ICONIC PLANT OF WESTERN US RANGELANDS. IT PROVIDES ECONOMIC, ECOLOGICAL, AND SOCIETAL VALUES INCLUDING LIVESTOCK FORAGE, WILDLIFE FORAGE AND COVER, CLEAN AIR AND WATER, CARBON SEQUESTRATION, AND AESTHETICS. IN TURN, SAGEBRUSH RANGELANDS SUSTAIN THOUSANDS OF WESTERN RANCHES AND RURAL COMMUNITIES, PROVIDING LANDSCAPE CONTINUITY IN PLACE OF FURTHER FRAGMENTATION. SEVERAL SPECIES OF WILDLIFE REQUIRE SAGEBRUSH RANGELANDS FOR SURVIVAL, INCLUDING SAGE-GROUSE. SAGE-GROUSE HISTORICALLY INHABITED MUCH OF THE WESTERN US AND PORTIONS OF SOUTHERN ALBERTA AND SOUTHEASTERN BRITISH COLUMBIA (CRAWFORD ET AL. 2004, SCHROEDER ET AL. 2004). SAGE-GROUSE POPULATIONS HAVE BEEN DECLINING THROUGHOUT MUCH OF THIS RANGE SINCE THE 1960S (CONNELLY ET AL. 2000, COATES ET AL. 2021), AND IN 2010 SAGE-GROUSE WAS DEEMED A CANDIDATE FOR FUTURE PROTECTIONS UNDER THE ENDANGERED SPECIES ACT (ESA). SINCE THEN, A COLLABORATION OF FEDERAL AND STATE AGENCIES, PRIVATE LANDOWNERS, AND OTHERS HAVE EXERTED A CONCERTED EFFORT TO CONSERVE THE SPECIES AND ITS HABITAT. IN 2015, THE U.S. FISH AND WILDLIFE SERVICE (USFWS) DECIDED LISTING THE SAGE-GROUSE WAS NOT WARRANTED, CITING THE EXTENSIVE CONSERVATION MEASURES THAT HAD BEEN IMPLEMENTED BY THE COLLABORATIVE (USFWS 2015).THE SAGEBRUSH BIOME REPRESENTS ONE OF THE LARGEST AND LEAST UNDERSTOOD BIOMES IN THE CONTINENTAL UNITED STATES AND IS CONNECTED TO SOME OF THE FASTEST GROWING HUMAN POPULATION CENTERS IN THE COUNTRY. CURRENTLY, ONLY HALF OF THE HISTORICAL DISTRIBUTION OF SAGEBRUSH PERSISTS, AND WHAT REMAINS HAS BEEN COMPROMISED BY INVASIVE VEGETATION, INCREASED FIRE FREQUENCY AND ANTHROPOGENIC DEVELOPMENT (COATES ET AL. 2021). COMBINED, THESE THREATS PROVIDE A FORMIDABLE CHALLENGE IN SUSTAINING RURAL RANCHING COMMUNITIES WHILE PRIORITIZING CONSERVATION THAT ARE MOST EFFECTIVE TO IMPROVE RESILIENCY OF THE BIOME.ONE WAY TO SUSTAIN RESILIENCY OF LARGE HEALTHY STANDS OF SAGEBRUSH IS TO MAINTAIN RANCHING AS A PRIMARY LAND-USE, PROVIDED RANCH MANAGERS APPLY LOCALLY-ADAPTED LIVESTOCK GRAZING STRATEGIES THAT ARE ECOLOGICALLY, ECONOMICALLY, AND SOCIALLY SUSTAINABLE (CRAWFORD ET AL. 2004, DAVIES ET AL. 2011, BOYD ET AL. 2014, SMITH ET AL. 2018). LIGHT TO MODERATE STOCKING RATES (AUM/HA) AND LOW TO MODERATE LIVESTOCK DENSITIES (AU/HA) CAN CREATE AND MAINTAIN LANDSCAPE-SCALE MOSAICS OF PLANT SUCCESSIONAL STAGES AND VEGETATIVE STRUCTURE THAT FAVOR SAGE-GROUSE (MOSLEY AND BREWER 2006).THERE IS A NEED FOR RESILIENCE-BASED MANAGEMENT OF THE SAGEBRUSH BIOME. INTEGRATION OF SCIENCE ABOUT THE HUMANS AND COMMUNITIES THAT LIVE WITHIN THE SAGEBRUSH SYSTEM IS LACKING, INCLUDING: QUANTIFIABLE ECONOMICS RELATED TO LIVESTOCK PRODUCTION, AND QUALITATIVE COMPONENTS SUCH AS SENSE OF PLACE, COMMUNITY SECURITY, AND ANXIETY FROM THE CONTEMPORARY THREAT OF LITIGATION OR POLICY CHANGES.COMMUNITY MOTIVATIONS, INCENTIVES, AND BEHAVIORS TO ADAPT TO SHIFTING PUBLIC POLICIES RELATING TO NATURAL RESOURCE CONSERVATION VARY SUBSTANTIALLY. IN THIS CONTEXT, THREATS TO THE SAGEBRUSH ECOSYSTEM CAN MANIFEST IN HUMAN DIMENSIONS IN THE FORM OF INCREASED STRESS, IMPACTS TO MORALE AND COHESION, INTERGENERATIONAL CHANGE AFFECTING MANAGEMENT AND LAND-USE, AND PERCEIVED CONSTRAINTS ON LIVELIHOOD SCENARIOS. EFFECTS TO EACH SCALE WITHIN THE HUMAN COMMUNITIES -- INDIVIDUALS, FAMILIES, ORGANIZATIONS -- MANIFEST IN RELATION TO HOW SOCIAL AND ECONOMIC RELATIONSHIPS EMERGE BASED ON PUBLIC LANDS MANAGEMENT.THE ECONOMIC IMPACTS OF FEDERAL MANAGEMENT DECISIONS REGARDING NATURAL RESOURCES SIGNIFICANTLY INFLUENCE THE BUSINESSES AND INDIVIDUALS IN THE SURROUNDING COMMUNITIES. THESE LINKAGES MEAN THAT RESOURCE PRODUCTION GENERATES JOBS AND INCOME NOT ONLY IN THE AGRICULTURE SECTOR, BUT ALSO IN OTHER SECTORS IN THE LOCAL ECONOMY THAT SUPPORT THE NATURAL RESOURCE SECTOR OR SERVE EMPLOYEE HOUSEHOLDS. PREVIOUS STUDIES LINKING NATURAL RESOURCE CONSERVATION (E.G., SAGE-GROUSE CONSERVATION) AND NATURAL RESOURCE ECONOMICS (E.G., RANGE MANAGEMENT) HAVE FAILED TO IMPLEMENT INTEGRATED APPROACHES THAT CONTEXTUALIZE SOCIAL BEHAVIORS AND ATTITUDES WITHIN SOCIAL-ECOLOGICAL SYSTEMSWE PLAN TO DEVELOP AN INTEGRATED, COHESIVE FRAMEWORK TO EXAMINE THE INTERACTIONS OF THE SOCIO-ECOLOGICAL-AGROECOSYSTEM IN THE SAGEBRUSH BIOME. OUR FRAMEWORK WILL ALLOW USTO CONCEPTUALIZE AND FRAME THE THREATS TO THE SAGEBRUSH BIOME AND RURAL COMMUNITIES THEREIN. FURTHER, WE WILL PREDICTOUTCOMES OF A CONSERVATION ACTION (I.E., GRAZING MANAGEMENT) ALONG A GRADIENT IN THE WEST, AND EXAMINE THE LINKAGES OF SOCIAL AND ECONOMIC CAPITAL RESULTING FROM LOCAL ECOLOGICAL CONDITIONS. WHAT ENVIRONMENTAL AND ECONOMIC FACTORS AFFECT PERSISTENCE? THE ANSWERS TO THESE QUESTIONS ARE CRITICAL FOR THE DESIGN AND EVALUATION OF SUSTAINABLE AGRI-ENVIRONMENTAL PROGRAMS. YET DESPITE MYRIAD STUDIES ON THE ADOPTION OF AGRI-ENVIRONMENTAL PRACTICES, STUDIES ON THEIR PERSISTENCE ARE RARE. A RECENT REVIEW OF 35 YEARS OF RESEARCH ON THE ADOPTION OF AGRI-ENVIRONMENTAL PRACTICES REPORTED THAT [T]HERE IS...LITTLE TO NO FOCUS ON ADOPTION OVER TIME, A PHENOMENON THAT IS REFERRED TO AS MAINTENANCE AND PERSISTENCE (PROKOPY ET AL. 2019).TO HELP FILL THIS GAP IN THE EVIDENCE BASE, WE WILL ENGAGE IN AN INTERDISCIPLINARY, MIXED-METHODS RESEARCH AGENDA THAT RELIES ON DEVELOPING QUANTITATIVE AND QUALITATIVE DATA AND METHODS TO SHED LIGHT ON THE PERSISTENCE OF COVER CROPPING AND THE FACTORS THAT SHAPE ITS PERSISTENCE. IN PARTICULAR, WE SEEK TO ELUCIDATE THE PATTERNS AND DRIVERS OF POST-ADOPTIONPERSISTENCEOF COVER CROPPING AT A NATIONAL SCALE, THEREBY EXTENDING THE RICH LITERATURE ON THE PATTERNS AND DRIVERS OF THEADOPTIONOF COVER CROPS (KNOWLER AND BRADSHAW 2007; PROKOPY ET AL. 2019; PROKOPY ET AL. 2008; RANJAN ET AL. 2019; WAUTERS AND MATHIJS 2014). IN OTHER WORDS, WE AIM TO ASSESS THE DEGREE TO WHICH PRODUCERS CONTINUE TO USE COVER CROPS AFTER ADOPTING THEM AND TO UNDERSTAND THE FACTORS THAT AFFECT WHETHER PRODUCERS CONTINUE TO USE THEM. COVER CROPS ARE A FOCUS OF GOVERNMENT AND PRIVATE SECTOR PROGRAMS, AND, UNLIKE OTHER WORKING LANDS CONSERVATION PRACTICES, THEY REQUIRE SUSTAINED ATTENTION AND INVESTMENT TO DELIVER THEIR BENEFITS. BUILDING ON OUR PRIOR WORK TO DEVELOP LARGE, FIELD-LEVEL LONGITUDINAL DATA SETS, WE AIM TO IDENTIFY CAUSAL DRIVERS OF THE PERSISTENCE OF COVER CROPPING. IN PARTICULAR, WE EXPECT TO ESTIMATE THE EFFECTS OF SHORT-TERM FINANCIAL SUPPORT FOR COVER CROP ADOPTION, A VARIABLE UNDER THE CONTROL OF USDA AND ITS PARTNERS, AS WELL THE EFFECTS OF CROP ROTATIONS AND PRECIPITATION, VARIABLES THAT WILL BE AFFECTED BY CLIMATE CHANGE. UNDERSTANDING WHAT TAKES PLACE AFTER ADOPTION, AND WHY, IS CRUCIAL NOT ONLY FOR DESIGNING PROGRAMS TO IMPROVE SOIL HEALTH, REDUCE NUTRIENT RUNOFF, AND SEQUESTER CARBON ON AMERICAN FARMS, BUT ALSO FOR MODELLING THE ECOSYSTEM SERVICES GENERATED BY AGRI-ENVIRONMENTAL PRACTICES, FOR PUTTING ECONOMIC VALUES ON THOSE SERVICES, AND FOR DOING COST-BENEFIT ANALYSES OF AGRI-ENVIRONMENTAL PROGRAMS.SUSTAINABILITY IMPLIES THE PERSISTENCE OF BEHAVIORS AND TECHNOLOGIES THAT ENSURE THE U.S. AGRICULTURAL SYSTEM IS PRODUCTIVE NOW AND WELL INTO THE FUTURE. TO PROMOTE THIS PERSISTENCE, SCIENTISTS AND PROGRAM ADMINISTRATORS NEED A DEEPER UNDERSTANDING OF IT. WHAT DOES IT LOOK LIKE UNDER NATURALLY OCCURRING CONDITIONS AND WHY DOES IT LOOK THAT WAY? THE ANSWER TO THIS QUESTION CAN HELP IMPROVE AGRI-ENVIRONMENTAL AND CLIMATE-SMART PROGRAM DESIGN IN TWO WAYS. FIRST, QUANTIFYING HOW LONG THE TARGETED PRACTI,CES PERSIST, AND UNDER WHAT CONDITIONS THEY WILL PERSIST, IS CRITICAL FOR EFFORTS TO QUANTIFY THE RETURNS TO PUBLIC AND PRIVATE SECTOR INVESTMENTS IN THESE PROGRAMS (I.E., COST-BENEFIT ANALYSES). SECOND, KNOWING THE CONDITIONS THAT FACILITATE PERSISTENCE CAN IMPROVE THE DESIGN AND TARGETING OF AGRI-ENVIRONMENTAL PROGRAMS TO YIELD THE MOST BENEFITS PER DOLLAR INVESTED. EFFICIENT USE OF LIMITED BUDGETS IS IMPORTANT BECAUSE, OVER THE LAST 20 YEARS, GOVERNMENT AGENCIES AND NONPROFIT ORGANIZATIONS HAVE PROVIDED BILLIONS TO PRODUCERS IN FINANCIAL INCENTIVES TO ENCOURAGE PRACTICES THAT YIELD ENVIRONMENTAL AND CLIMATE-SMART BENEFITS AT LOCAL, STATE, NATIONAL, AND GLOBAL LEVELS. IMPORTANTLY, THE WORKING LANDS SUSTAINABILITY PROGRAMS IN THE U.S. AND ELSEWHERE RELY ON SHORT-TERM CONTRACTS TO INDUCE LONG-TERM CHANGE. THEY ARE THUS PREMISED ON AN ASSUMPTION THAT TEMPORARY ASSISTANCE CAN LEAD TO PERSISTENT CHANGES IN SOIL HEALTH AND LAND USE PRACTICES. THE VALIDITY OF THAT ASSUMPTION, HOWEVER, HASNOT BEEN RIGOROUSLY ASSESSED.IN ADDITION TO DEVELOPING NEW DATASETS AND NEW INSIGHTS INTO WHAT DRIVES THE PERSISTENCE OF SUSTAINABLE LAND USE PRACTICES AMONG U.S. PRODUCERS, OUR PROJECT WILL PROVIDE A MORE BEHAVIORALLY INFORMED FOUNDATION ON WHICH NATURAL AND PHYSICAL SCIENTISTS CAN IMPROVE THEIR MODELS OF THE ECOSYSTEM AND AGRICULTURAL EFFECTS OF AGRI-ENVIRONMENTAL PRACTICES. WITH BEHAVIORALLY INFORMED MODELS OF ANTHROPOGENIC LAND USE, SCIENTISTS WILL BE ABLE TO PROVIDE MORE ACCURATE ADVICE TO IMPROVE THE SUSTAINABILITY OF AGRICULTURAL PRODUCTION.

NON-CONVENTIONAL WATER SOURCES INCLUDING SALINE/BRACKISH WATERS RECLAIMED MUNICIPAL WASTEWATER AND URBAN STORMWATER CAN BE SUCCESSFULLY USED TO GROW HIGH VALUE CROPS IN CONTROLLED ENVIRONMENT AGRICULTURE (CEA). THESE TECHNOLOGIES HAVE THE POTENTIAL TO OPTIMIZE FRESHWATER USAGE IN AGRICULTURE. WE WILL STUDY THE SOCIAL IMPACTS (FOCUSING ON CONSUMERS GROWERS/PRODUCERS AND POLICY-MAKERS) OF INTEGRATING CEA AND NON-CONVENTIONAL WATER TREATMENT TECHNOLOGIES BY ANALYZING STAKEHOLDER PREFERENCES FOR NON-CONVENTIONAL WATER USE AND THEIR PERCEIVED COSTS AND BENEFITS.THE FIRST PHASE OF OUR STUDY INVOLVES IDENTIFYING SUITABLE HIGH-VALUE CROPS AND ESTABLISHING WATER QUALITY PARAMETERS NECESSARY FOR CULTIVATING CROPS USING NON-CONVENTIONAL WATER SOURCES. SUBSEQUENTLY WE WILL EVALUATE VARIOUS TREATMENT TECHNOLOGY OPTIONS FOR EACH NON-CONVENTIONAL WATER SOURCE TO ENSURE WATER SAFETY AND CROP PRODUCTIVITY. USING THE INSIGHT GAINED FROM OUR TECHNOLOGICAL ASSESSMENT WE WILL ANALYZE CRITICAL METRICS SUCH AS THE UNIT COST OF WATER PRODUCED AND CROP YIELD IN CEA SYSTEMS UTILIZING NON-CONVENTIONAL WATER. WE WILL SURVEY PRODUCERS AND CONSUMERS BY INCORPORATING THIS TECHNOLOGICAL DATA TO GAUGE MARKET RESPONSES AND PREFERENCES. OUR STUDY REGION ENCOMPASSES NINE STATES IN THE SOUTHEAST UNITED STATES (AR LA MS AL TN GA SC NC FL) ALLOWING US TO EMPIRICALLY ASSESS HOW PREFERENCES AMONG PRODUCERS AND CONSUMERS RESPOND TO THE INTRODUCTION OF EMERGING TECHNOLOGIES. THIS RESEARCH AIMS TO BRIDGE THE GAP BETWEEN TECHNOLOGICAL ADVANCEMENTS AND STAKEHOLDER ACCEPTANCE FOR PROMOTING NON-CONVENTIONAL WATER IN CROP PRODUCTION ULTIMATELY PAVING THE WAY FOR SUSTAINABLE AGRICULTURAL PRACTICES AMIDST FRESHWATER SCARCITY CHALLENGES.
